MINOTES OF THE PROCEEDINGS OF THE <br />PARKS AND RECREATION COMMISSION <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />Regular Session <br />Apiil 29, 1�76 <br />City Hall <br />Call To Order The Mounds View Farks � Recreation Commission <br />m�t in regular session and was called to order <br />hy Chairman Peterson at 6:45 p.m. <br />Roll Call Chairman Vern Peterson, Commissioners Wayne <br />Burmeister, Jacque Coplin, Gordon Fedcr, Barb <br />Haake, Wayne Weflen. Also present were Roger <br />Baumgartner, Councilman; Doug Bryant, Director; <br />and Marcia deLaBruere, Pr�gram Supervisor. <br />Approval of No approval of March 25, 1976 minutes. <br />Minutes <br />Ardan Park Mrs. Caliguire and a group of citizens from the <br />area neighboring Ardan Park presented a petition <br />requesting the fencing of the two ponds in the <br />park. <br />The general feelings of this group were that the <br />ponds wer� a saiety hazard to children. <br />The Director of Parks $ Recreation pointed out <br />that a tremendous improvement was made with this <br />design of the ponds as opposed to the original <br />concept of holding ponds. In addition he com- <br />mented that the site was a special use park for <br />wildlife, picnicing, bicycle and pedestrian <br />trails and aesthetically pleasing open space. <br />Bryant felt that fencing was not compatible with <br />this type of concept. Additional comments were: <br />Commissioner Coplin questioned whether or <br />not the fences would hamper the concept of <br />a wildlife area. <br />Commissioner Fedor pointed out that more <br />grading of banks would alleviate some of <br />the safety hazards. He also wondered how <br />high would the fence have to be and what <br />maintenance problems this would present. <br />Commissioner Coplin suggested looking at <br />other cities and what they have done. <br />Councilman Baumgartner questioned if there <br />should be a tot lot put in. <br />A citizen stated they would prefer not <br />having a tot lot if the ponds were not <br />fenced. <br />
