MINUTES OF THE PROCEEDINGS OF THE <br />PARKS AND RECREATION COPPtISSION <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />Regular Session <br />October 28, 1976 <br />City Hall <br />Call To Order The Mounds View Park and Recreation Co�moiasion met in <br />regular aession and Was called to order by Chairman <br />Vern Peterson at 6:50 p.m. <br />Roll Call Chairman Vern Pe[erson, Co�issionere Jacque Coplin, <br />Wayne Burmeister, Gordon Fedor, and Kip Lundquist. Also <br />preaent were Councilman Roger Baumgartner, Engineer Chuck <br />Hubbard, Director poug Bryant, and Program Supervisor Mary <br />Kvalheim. Special guests were Architect James 0'Brien <br />from Williams-0'Brien and Aasociates and Landscape Architect <br />John Turrittin. <br />Approval of Motion by Commissioner Fedor and seconded by Co�isaioner <br />Minutea Cop11n to approve the minutea of September 23, 1976, <br />as read. The motion passed unanimously. <br />Shelter Buildings The first item of business was a preeentation by the <br />E.D.A. Grant Engineer and Director on ihe propoaed E.D.A. grant <br />Application application diacussed at the 9/23/76 meeting. Please note <br />the following presenta[ion details: <br />Physical Description: Phyaical considerations include <br />construction of aeven new recreational ehelter buildinge, <br />including sewer aad water for Iava[ory iacilf¢ie�. The <br />seven aites are: Gmveland, Hillview, Woodcres[, Lambert, <br />Oakwood, Greenfield, and Ardan Parks. <br />The shelters are of tvo types: a Lwenty-four foot (24') <br />square building and a tventy-eight foot (28') square <br />building. In addition, a twenty foot (20') square <br />open picnic structure ie planned for Ardan Park. Greenfield <br />Park has a tventy-eight foot <28') aquare building and all <br />other sites have a tventy-four foot (24') equare building. <br />Three parking lota are propoeed vhere off etreet parking ia <br />needed at new building aites. Demolition of existing frame <br />structures and preliminary filling and grading of sitee <br />will be neceasary. <br />ProRram Deacription: The propoeed project will improve <br />exiating public parklanda. Currently 2avatories are no[ <br />available in any city perk and existing tesporery shalter <br />buildiage aze ln deteriorating condition; inadequate in <br />eiae, belov exleting building code standerds, and virually <br />detremental to ad�acent eingle family nelghborhoods. 'Phis <br />prn�ect vill promote increased wrge of these public parke <br />by providing space for larget n�mbere of ueere and expended <br />recreational programs, plue provision of adequaCe sanitary <br />facilities. ppproximately eixty peecent of the city five <br />
