MEEi2NGS. The Commission shall establ.ish regular <br />mceting dates, but special meetings n�ay be called by any <br />ofEicer of the Coiamission upon thrne (3) days notice to all <br />tnembers. The Commission shall mect at least t�;�elve (]2) times <br />in cach calendar year. n majority of the .zppointed members <br />,hall constitute a quorum. <br />34.08. BUDGET OF FINANCES. <br />(1) An annual statemznt of receipts and disbursem2nts <br />shall be filed by the Municipal Administrator immediately <br />aftex' the close of the calendar year and not later than <br />February 15th and shall be included as part of thc annual <br />financial statement of the Municipal ildministrator in con- <br />formit with state law. <br />The Commission must present, i�u latcr than August lst <br />of ea h ear, an estimatc, in such details as the Council <br />shall require, of its financial needs for ihe Conur.i�sion for <br />the ensuing fiscal year. <br />(3) The Clerk-Treasurer shall make wriL-ten budget- dis- <br />bursement reports to the Conmiission at monthly intervals. <br />For purposes of budgeting, accountiny, and reportin9, the <br />fiscal year of the Commission and thc fund sha11 be January lst <br />to December 31st of each year. l�n audit of thc funds shall <br />be made annually. SuGi audit may be made independentl.y of or <br />in conjunction with any audit which may be �nade of the funds of <br />the Municipality. The Can�,iission sl�al.l advise the Counc:il to <br />establish charges or fees of the restricted us�5 oF any <br />facilities or to make any phase of the recreation program <br />wholly or partially s^lf-sustaining. <br />34.09. Po,7L•'xS A[�ln DU,'tES. In order to carry on the <br />recreation pro9ran provided hcrein, the Commission shall: <br />il) Advise the Council on employing necessary personnel <br />and fix their compensation, but such empl.oyment and compensa- <br />tion shall not be an obligation of Yhe Municipality until <br />approved by the Council. <br />(2) With the con�ent of the Council, have the authoiity <br />to operate a proyram of public r.ecreation and playgrounds <br />upon property which i:; owned or othe nvise made available to <br />
