(3) The Clerk-Treasurer shall make wriL-ten budget- dis- bursement reports to the Conmiission at monthly intervals. For purposes of budgeting, accountiny, and reportin9, the fiscal year of the Commission and thc fund sha11 be January lst to December 31st of each year. l�n audit of thc funds shall be made annually.
