Call To Order <br />MINUTES OF THE PROCEEDINGS Of THE <br />PARKS AND RECREATION COMMISSYON <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />7he Mounds View Parks & Recreation <br />regular session and was called to <br />Vern Peterson at 6:45 p.m. <br />Regular Session <br />March 24, 1977 <br />City Hall <br />Commission met in <br />order by Chairman <br />Roll Call Chairman Vern Peterson, Commissioners Jacque Coplin, <br />Wayne Wefien, Wayne Burmeister, Gordon Fedor, and <br />Barb Haake. Also present was Councilmember fordon <br />Ziebarth; Program Supervisor, Mary Kvalheim; and <br />Director, Doug Bryant. <br />Approval of Comnissioner Haake pointed out three necessary changes <br />Minutes in the minutes of the February 24, 1977, meeting. <br />Under A roval of Minutes change one (1) nay <br />to one� a stension. so change the date of <br />minuces ior� app�cva' frc:� Fehruary �4, 1g77, to <br />December 30, 1976. <br />Add Comnissioner Haake's statement under <br />Councilman's Repart: Commissioner Haake <br />suggested collecting the glass and debris <br />in and around Spring Lake and painting the <br />pump house. ?his had been done in the past <br />and was a good project. <br />Motion by Comnissioner Coplin and seconded by Comnissioner <br />Burmesiter to approve the minutes of the February 24, 1977, <br />as amended. The motion passed unanimously. <br />Councilman's Councilman Gordon Ziebarth reported that the C.E.T.A., <br />Report/Handicapped Title VI Project, submitted by the Parks and Recreation <br />Program Staff was approved by the City Council. He noted however, <br />that there was much discussion of the vatidity of this <br />request and whether or �ot the Parks and Recreation Depart- <br />ment could handle this specialized of a rogram (Leisure <br />Recreation Program for Mentally Retarded�. Questions <br />which were discussed by the City Council were: <br />A.) Was there any overlap or duplication with <br />County programs? <br />B.) What would be the cost to the City after <br />funding terminated? <br />C.) What would be the staff to participate <br />ratio and would this meet standards? <br />U.) Are other means of funding available? <br />E.) Have we identified the clientete this <br />program wouid servel <br />F.) Would this program generate a 1ot of <br />interest and support and when funding <br />runs out wouid this interest and support <br />create problems for City Fathers7 <br />
