March 24, 1977 <br />Page 2 <br />The Parks and Recreation staff reported that the <br />initial funding was to provide additional staff to <br />identify participants and design summer and fall/winter/ <br />spring programs. Also reported was the basic goal of <br />the department which was to provide comprehensive <br />recreational programs for everyone. This handicapped <br />program would be a low-key recreation program designed <br />after several other successful Parks & Recreation programs <br />operating in other cities in Minnesota. A discussion <br />ensued. <br />Couneilman Ziebarth also reported that work had begun <br />on a City wide Five Year Plan and that this Comnission's <br />plan would be reviewed and adopted into the overall plan. <br />Ardan Park Next on the agenda the Director was called on to report <br />Conceptual Plan on the Ardan Park Conceptual Plan. <br />Bryant reported that the public meetings were held on <br />March 17 and 22. The generat consensus was that the <br />park should address itself to informal recreation/passive <br />in nature. The plan was presented for final review. <br />Gomments: Gomnissioner Neterson suggested ieaving the <br />building out for now until the future. <br />Comnissioner Coplin suggested leaving the <br />building permanent if it fits into the trail <br />system. <br />Commissioner Fedor thought the type of <br />building would be in respect to providing <br />variety to meet needs. <br />Comnissioner Haake said parking would have <br />to change to include paraltel parking. <br />Commissioner Coptin stated that it was a <br />different park from a neighborhood park. <br />Combination building, tow key picnic area. <br />Try skating because of quiet area. <br />Comnissioner Haake stated she liked the plan. <br />Parking change necessary. Liked picnicing, <br />few tables, and if federal Funds were avaii- <br />able use building plan. If no funding pro- <br />pose open structure. Include skatfng. <br />Comnissioner Burmeister liked the pian. <br />Reluctant to eliminate structure because <br />of public reaction. Skating is something <br />to try but may not be practical every ye�r. <br />Comnissioner Weflen tiked the plan completely. <br />Roadside parking better, buildin9 yes, pond <br />skating yes, questions picnicing. <br />
