Memo to Mark <br />-2- <br />January 76, <br />After speaking with each of the respective agencies the following was found: <br />a. Spring Lake Parks, staff and Park Comnission felt that they were <br />not in a position to assume the additional work load at this time <br />unless additional staffing and monies were allocated. <br />b. Anoka and Ramsey County staff stated that they did not feel <br />Lakeside Park would conform with their existing criteria for <br />County Park land, i.e. size, regional significance and type of <br />facilities. <br />c. Mounds View staff feels that they could manage Lakeside Park with <br />exist9ng staff personel if a mutually agreeable financial arrangement <br />was adopted, by the respective City Councils. <br />At this time the issue af which agency is best equiped to manage Lakeside Park <br />is debatable, but the need to designate one responsible agent would appear <br />eminent. <br />4. A listing of long and short range goals should be developed based on <br />a comprehensive Master Plan that should be developed and adopted by <br />the respective City Councils and Lakeside Park Comnission. <br />5. A needs assessment study should be co�leted to determine and insure <br />comnunity input for future progrartming and development directions. <br />6. Budgetary matters should be the responsibility of one agency in <br />conjunction with the Lakeside Park Comnission and City Councils. By <br />havi�g one agency responsible for fiscal matters, many of the existing <br />budgetary problems could be reduced i.e. insurance, advertising, <br />workmans compensation and park maintenance. <br />7. A comn�ity task fQrce should be creaLed to examine the existing fees <br />and charges structure. �ossible areas to be re-examined are: <br />a. Examine existing concession profit and loss structure <br />b. Increase present swimning instruction cost <br />c. Possible yearly permit fee for families, car parking, etc. <br />The next Lakeside Park Commission meeting witl be Thursday, February 9 at <br />7:00 p.m. at Spring Lake Park Comnunity Center. <br />The Lakeside Park Comnission will be looking for City Council and Staff Snput <br />at that time. <br />Feel free to give me call to discuss this matter further. <br />
