MOUNDSVIEW,MINN.65112 <br />pffiMD T0: parks and Recreation Commission <br />FROM: Staff <br />pATE; May 30, 1978 <br />R6: Fencing Yolicy � <br />Staff has completed the following research as directed by the Park Co�uission <br />concerning Mr. Lamppa's reques[ for fence replacement on Red Oak Drive. <br />Coat factors - The cost fox replacing the existing fence at 5119 Red Oak <br />would be as follows: <br />75' of 6' chain link fence @$6.00/foot =$450.00 <br />75' of 4' chain link fence @$4.00/foot = 5300.00 <br />75' of 5' open wire fence (similar to existing) @$3.25/foot =$243.75 <br />Other Communities Policiea on Pence Reolacement - Staff conferred with four <br />other (Shoreview, Maplewood, Roseville & New Brigh[on) municipal departmenta <br />and none of the ci[ies had a formal fence replacement policy. Each of <br />the Parks and Recreation Directora s[ated tha[ they have an inFormal policy <br />that they will no[ replace a private fence because of the precedent that it <br />would set. <br />They did atate that they would attevq�t to eliminate the problem at hand to <br />prevent further occurrencea by an alternative means. <br />The City of Maplewood has built fences bordering park property at the <br />request of private residents because of noise and vandalism probleme. <br />I[ should be noted in the Maplewood situations, their main consideration <br />was as to vhether the fence would improve the exieting park environment. <br />Location of Fence - I have attached a copy of the City fencing ordinance <br />outlining the existing code xequimments. The two ma�or points are that <br />the fence must be on the property of the individual conatructing the fence <br />and the maxioum helght is 8'. <br />I.egality of the Situatlon - Staff inet with Mr. Uick Meyera, City Attorney <br />who discussed the following pointe: <br />1. The City can not legally spend public funds on private property. <br />
