MINUT&S OF THE PROCEEDINGS OF THE <br />PARKS AND RECREATION COMMISSION <br />CITY OF MOUNDS VIEl4 <br />COUNTY OF RAMStY <br />STATE OF MINNESOTA <br />Regular Session <br />July 27, 1978 <br />Mounds View City Hall <br />Council Chambers 6:30 p.m. <br />Call to Order The A�ounds View Parks and Recreatiort Commission <br />was called to order at 6:45 p.m. by Chairperson <br />Wayne Burmeister. <br />Roll Call Commissioners present - Chairman Burmeister, <br />Commissioners Haake, Kuluvar and Linke. <br />Staff present - Uirector Anderson, Program <br />Supervisor Kvalheim and Park Landscape Architect <br />Frank Kampel. <br />Approval of Commissioner Haake made a motion to approve the <br />Minutes minutes. Commissioner Kuluvar seconded the motion. <br />Ffotion passed. q pyes <br />0 Nays <br />Chairman's Chairman Burmeister reported of deve7opments of <br />Report the storm sewer task force. It was reported that <br />the July 27 meeting was to be the final task force <br />meeting. Recommendations have been made to the <br />City Council. Tha report was very influential as <br />to the conclusive recommendations oF the task force. <br />Visitors Mr. Beim, contractor and owner of the Northcrest <br />Report Park Davelcpment was present to offer a$7,000.00 <br />fee (equal to ¢nticipated legal feas) in lieu of <br />a park dedication Fund equal to SS3,000.00 as <br />estimated by a 108 paymant of the $530,000.00 <br />appraised prlca of Northcrest Parh property. It <br />was explaineJ that the property initially was zoned <br />high densi4y residential and general business. The <br />city et tho roquost af the developer re-zoned <br />part of tlie R-4 high densiiy property to a commer- <br />cial ond ligl�t industrial zoning. Such re-zoning <br />roquirod Initial davalopment plans to be altered <br />by Mr. Rolm und associutes. It is because of <br />loat tlmo and onvironmantal study costs that Mr. Beim <br />fools tho Purk DoJication Fund requirement is unduly <br />royuoatod.
