-2- <br />Park Dedication Fund since its adoption. <br />Commissioner Haake made a motion to accept the <br />Park Dedication Fund of 10� cash dedication of <br />the approved $530,000.00 value of the Northcrost <br />Park Property (as earlier given). This motion wus <br />based upon the earlier commission discuseion. <br />Chairman Burmeister seconded the motion. Mo[ion <br />passed. 4 AYeS <br />0 Naya <br />Councilman's Councilman 2iebarth was absent. Uiroctor AndorBOn <br />Report announced the City Council's request Cor a bicycle <br />safety program within the city. 7'ho Parks, Necreation <br />and Forestry Department will now bo respunsiblo for <br />such a program. Program Suporvisor reloyod possible <br />program projections for tho Euturo, oapocially <br />connected with the Univarsity @xtenslon Program for <br />bicycle saFety. <br />Student Intern Director Anderson introducod frenk Kumpol, Park <br />Report Landscape Architect. Frank rovioweJ the meny maps, <br />site plans and layouts of Mounds Vtow porks. The <br />greatest amount of study was directed to Silver View <br />Park. Following explanetion, th� Silvsr View Park <br />plan was discussed. Commisxionor kluake mede the <br />comment that the tot dot is locutod too close to <br />the parking lot end is not adjacont to the ball <br />fields. It was resolvad thut a sacond tot lot <br />would be a good addition. 7'Mo parking lot placement <br />is the deciding issue of the park's layout. <br />Commissioner Haake expressed hor praference of <br />parking lot traffic on Sllver Loka Road rather than <br />County Road H-2. Commissionar Haake requested a <br />traffic study of Silvar Lake Roed in relation to <br />the Silver View proposed accass. Another comment <br />by Commissionar Haako was the possible placement of <br />a pool. Frank Kempel will return to a Future-meeting <br />with a plan including the addition of a second tot <br />lot and proposod swimming pool. <br />Tot Lots Director Mderson reviewed the proposal of the <br />purchase oF tot lot eyuipment for Oakwood and <br />Lambert Parks. Commissioner Haake made a motion <br />tc purchase the equipmant as proposed for the <br />Lambert and Oakwood to[ lots. Commissioner Linke <br />seconded the motlon, and added amendment including <br />the proposed placement of equipment and the movement <br />of the Lambart shelter as proposed. The motion <br />passed, q pyes <br />0 Nays <br />Farmer's Market Uirector Mderson reviewed the guidelines for the <br />Farmer's ��rkat. Commissioner Linke expressed concern <br />for the closing times, in concern for housewives and <br />after-dinner clean up. Director Mderson noted the <br />nead to "clear-out" because of Bel Rae functions. <br />�irector Anderson is preparing a staff report to the <br />city council outlining the operational guidelines of <br />the program. <br />
