MINUTES OF THE PROCEEDINGS OF THG <br />PARKS AND RECREATION COM1IMISSION <br />�..: i .7� h:.�,JULiC VTFI� <br />COUNTY OF RAbiSEY <br />STATE OF MINNESOTA <br />Regular Session <br />July 27, 1978 <br />Mounds View City Hall <br />Council Chambers 6:30 p.m. <br />Call to Order The hfounds View Parks and Recreation Commission <br />was called to order at 6:45 p.m. by Chairperson <br />Wayne Burmaister. <br />Roll Call Commissioners present - Chairman Burmeister, <br />Commissioners Haake, Kuluvar and Linke. <br />Staff present - Director Anderson, Program <br />Supervisor Kvalheim and Park Landscape Architect <br />Frank Kampel. <br />Approval of Commissioner Haake made a motion to anprave the <br />Minutes minutes. Commissioner Kuluvar saconded the motion. <br />Diotion passed. 4 Ayes <br />0 Nays <br />Chairman's Chairman Burmeister reported of developments of <br />Report the storm sewer task force. It was reported that <br />'the July 27 meeting was to be the final task force <br />meeting. Recommendations have been made to the <br />City Council. The report was very influential as <br />to the conclusive recommendations of the task force. <br />Visitors Mr. Beim, contractor and owner of the Northcrest <br />Report Park Development was present to off.er a$7,000.00 <br />fee (equal to anticipated legal fees) in lieu of <br />a park dedication fund equal to $53,000.00 as <br />estimated by a 10$ paymant of the $530,000.00 <br />appraised price of Norihcrest Park property. It <br />was eacplained that the property initially was zoned <br />high density residential and general business. The <br />city at the request of the developer re-zoned <br />part of the R-4 high density property to a commer- <br />cial and light industrial zoning. Such ra-2oning <br />required initial development plans to be altered <br />by b1r. Beim and associates. It is because of <br />lost time and environmental study costs that Dir. Beim <br />feels the Park Dedication Fund requirement is unduly <br />requested. Commissioner Haake acknowledged D1r. Beim': <br />predicament but further explained that the Planning <br />Commission did not require D1r. Beim to change pro- <br />posed development plans but only approved the <br />developers request to more fully comply with the tity.. <br />Comprehensive Plan. � <br />Commissioner Kuluvar suggested that to waiver this <br />Park Dedication fee would open problems for future <br />dedications.
