Page 2 County Parks and Recreation Department. b. Planetarium - This was a short presentation (30 minutes) on how a planetarium operates and the financial picture of such a facility. c. Youth Center - The last phase was the tour of a youth center which proved to be a disaster as their are really no youths in Miami Beach. The average age of the residents in Miami Beach is 63 years old. Opening General Session - This marked the official opening of the Congress and featured the new "N.R.P.A. Documentary Film, 'In Search of Balance"'. The new film is excellent and along time in coming, unfor- tunately at this point the only way it is available for community showing is to purchase the film for about $500. 3. Monday, October 15, 1978 - Eye-Opener General Session. This marked the official beginning of the educational sessions and the featured speaker was Peter Behr, Senator from Sacramento, California and author of Propositon 8 which was offered unsuccessfully as an alternate to Proposition 13. The session was very good and outlined an excellent past history as to how Proposition 13 became a reality, the ramifications and possible warning signs. a. "Birth of an Urban Park" - This was a slide presenta- tion on the planning and development in Kansas City, Missouri of a large 672 acre urban park. b. "Telling It Like It Is" - This was a panc! discussion involving three topics. 1. Your image as a professional recreator. 2. Effects of title IX. 3. Women in Park Maintenance. c. "Training of Volunteer Coaches in Youth Athletics" - I was really high on this session as I feel their is a real need for establishing some form of guide- lines or certification of youth coaches. Unfortunately this session outlined what was presently being done, but the "meat" of their findings would not be available for another year.
