Page 2 <br />County Parks and Recreation Department. <br />b. Planetarium - This was a short presentation (30 <br />minutes) on how a planetarium operates and the <br />financial picture of such a facility. <br />c. Youth Center - The last phase was the tour of a <br />youth center which proved to be a disaster as <br />their are really no youths in Miami Beach. The <br />average age of the residents in Miami Beach is <br />63 years old. <br />Opening General Session - This marked the official opening <br />of the Congress and featured the new "N.R.P.A. Documentary <br />Film, 'In Search of Balance"'. <br />The new film is excellent and along time in coming, unfor- <br />tunately at this point the only way it is available for <br />community showing is to purchase the film for about $500. <br />3. Monday, October 15, 1978 - Eye-Opener General Session. This <br />marked the official beginning of the educational sessions <br />and the featured speaker was Peter Behr, Senator from <br />Sacramento, California and author of Propositon 8 which was <br />offered unsuccessfully as an alternate to Proposition 13. <br />The session was very good and outlined an excellent past <br />history as to how Proposition 13 became a reality, the <br />ramifications and possible warning signs. <br />a. "Birth of an Urban Park" - This was a slide presenta- <br />tion on the planning and development in Kansas City, <br />Missouri of a large 672 acre urban park. <br />b. "Telling It Like It Is" - This was a panc! discussion <br />involving three topics. <br />1. Your image as a professional recreator. <br />2. Effects of title IX. <br />3. Women in Park Maintenance. <br />c. "Training of Volunteer Coaches in Youth Athletics" - <br />I was really high on this session as I feel their <br />is a real need for establishing some form of guide- <br />lines or certification of youth coaches. <br />Unfortunately this session outlined what was presently <br />being done, but the "meat" of their findings would not <br />be available for another year. <br />
