Page 3 d. "High Adventure Programming For the Meek, For They Shall Inherit the Earth" - This session dealt with the liabilities versus results of offering higher risk programs in one's community. This end result was that if properly researched, staffed and evaluated, high risk programs need not be any more of a liability than your standard programs. 4. Tuesday, October 17, 1978 - Eye-Opener General Session. This session featured two items, the issuance of the Gold Medal Awards (suprisingly we did not win one) and guest speaker Chris Delaporte, Director of the H.C.R.S. His main topic points dealt with the new look at the H.C.R.S. (Heritage Conservation and Recreation Services Department) and Department of the Interior under the Carter Administra- tion. Following the opening session I attended a mini-institute on public relations. Included in the institute was a tour of the Miami Herald and an educational session with the newspaper's Public Relations Department. The best informa- tion relayed concerned various techniques as to how you can improve your relationship with the local papers to get more favorable press coverage. Tuesday evening was also the Congress A.P.R.S. Banquet which had good food for a change. 5. Wednesday, October 18 - There were two sessions I attended, the first was entitled, "Cracker - Barrel Session". This was wide-open discussion of new problems, ideas, concepts and discussion of new equipment, designs and constructiun. The concept of a non-structural session is relatively new to the N.R.P.A. Congress and it was interesting to hear what everyone is doing across the country. It was in this session that I realized the different approaches each section of the country uses to resolve common problems. The mid-west in my opinion is well ahead of our neighboring states in many areas of recreation programming and facilities. The second session was entitled, "The Nuts and Bolts of Festival Organization". This session included slide presenta- tions of a number of successful festivals and i felt turned into a"brag" session rather than "nuts and bolts" items. The main premise that was stressed was the need for park and recreation personnel to expand their roles into the community, specifically getting more involved with the local Festival committees.
