MINUTES Of THE PROCEEDINGS OF THE <br />PARKS AND RECREATION COMMISSION <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />Regular Session <br />November 30, 1978 <br />Mounds View City Hall <br />Council Chambers <br />6:30 p.m. <br />Call to Order The Mounds View Parks and Recreation Comnission was <br />called to order at 6:35 p.m. by Chairman Wayne Burmeister. <br />Rolt Lalt Commissioners Present - Chairman Burmeister, Comm9ssioners <br />Fedor, Haake> Linke> Kuluvar and Weflen. <br />Commissioners Absent - Commissioner Coplin. <br />Councilmember Present - Councilmember Ziebarth. <br />Staff Present - Director Anderson and Program Supervisor <br />Kvatheim. <br />Visitors Present - Mr. and Mrs. Miller, 5287 Raymond Ave. <br />Approval of Comnissioner Kuluvar made a motion to accept the minutes <br />Minutes as given. Coimnissioner Linke seconded the motion. The <br />motion passed unanimously. <br />6 Ayes <br />0 Nays <br />Chairman's Chairman Burmeister requested a brief but overall report <br />Report on the 7978 tree disease program to be presented to the <br />Comnission at a future meeting date. Chairman Burmeister <br />also praised ".lack's Jottings"> the weekly article in the <br />New Brighton Bulletin written by Jack Shields, City Forester. <br />Councilmember's Councilmember Ziebarth reported severat obstacles in the <br />Report acquisiticn of the additional land for Silver View Park. <br />Council�re�er 2iebarth expressed the difficulty which <br />City Attorney Richard Meyers was experiencing in negotiating <br />with Kraus/Nnderson Realtors, the present land owners of <br />the proposed park site land. <br />Silver View Park Director Anderson reported that the City should receive <br />Status 'cash in hand' within six weeks as approved from 7978 <br />LAWCON grant funding a�aards, at which time the City will be <br />in a rnore advantageous position to negotiate with Kraus/ <br />And2rson. 5729,600.00 total grant funding will be available <br />far land acquisition. The retent property appraisal for <br />Silver View Park site is 57,200.00/acre. <br />Recent negotiations have been stimied because of the reluc- <br />tance of Kraus/Anderson to meet or discuss possible negoti- <br />ations. Therefore process of condemnation may be required <br />in ordar to stimulate progress. However, condemnation would <br />require Droceedings costs and may not result in a favorable <br />ruling. Therefore tondemnatTon would be a last resort <br />measure for negotiations. <br />
