All segments o£ the population such as the <br />elderly, handicapped,:youth and other groups should be considered <br />when developing the recreation plan. The primary concern of the commun- <br />ity is the satis4action of local needs, however, it ehould <br />consider the provision o£ services and facilities o£ regional - <br />importance. .
