MINUTES OF THE PROCEEDINGS OF THE <br />PARKS AND RECREATION COMMISSION <br />CITY OF MOUN�S VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />Regular Session <br />November 30, 1978 <br />Mounds View City Hall <br />Council Chambers <br />6:30 p.m. <br />Call to Order The Mounds View Parks and Recreation Comnission was <br />called to order at 6:35 p.m. by Chairman Wayne Burmeister. <br />Roll Ca17 Commissioners Present - Chairman Burmeister, Commissioners <br />Fedor, Haake, Linke, Kuluvar and Weflen. <br />Comnissioners Absent - Commissioner Coplin. <br />Counc9lmember Present - Councilmember Ziebarth. <br />Staff Present - Director Anderson and Program Supervisor <br />Kvatheim. <br />Visitors Present - Mr. and Mrs. Mi11er, 5287 Raymond Ave. <br />Approva] of Comnissioner Kuluvar made a motion to accept the minutes <br />Minutes as given. Commissioner Linke seconded the motion. The <br />motion passed unanimously. <br />6 qyes <br />0 Nays <br />Chairman's Chairman Burmeister requested a brief but overall report <br />Report on the 1978 tree disease program to be presented to the <br />Commission at a future �eting date. Chairman BurnieSster <br />also praised "Jack's Jottings", the weekly artTCle in the <br />New Brighton Bulletin written by Jack Shields, City Forester. <br />Councilmember's Councilmember Ziebarth reported several obstacles in the <br />Report acquisition of the additional land for Silver View Park. <br />Councilmember Ziebarth expressed the difficulty which <br />City Attorney Richard Meyers was experiencing in negotlating <br />w5th Kraus/Anderson Realtors, the present land owners of <br />the proposed park site land. <br />Sflver View Park Director Anderson reported that the City should receive <br />Status 'cash in hand' within six weeks as approved from 1978 <br />LAWCON grant funding awards, at which time the City w111 be <br />in a more advantageous posTtion to negotiate with Kraus/ <br />Anderson. 8129,600.00 total grant fundSng will be avatlable <br />for land acquisition. The recent property appraisal for <br />Silver View Park site is $7,200.00/acre. <br />Recent negotiations have been stimied because of the reluc- <br />tance of Kraus/Anderson to meet or discuss possible negoti- <br />ations. Therefore process of condemnatian mey be required <br />in order to stimulate progress. However, con�mmatton would <br />require proceedings costs and may not result in a favorable <br />ruling. Therefore condemnation would be a last rosort <br />measure for negotiations. <br />
