In order to achieve these goals, objectives should. ' <br />be listed which state the method of reaching a goal. For instance, if <br />one goal is °to make the maximum use of existing public and private <br />facilities for providing recreation services," the following objec- <br />t3vea could ba listed: <br />1. Inventory existing public and private facilities that are <br />presently offering or could offer recreation'services. � <br />2. �nalyze the existing level and type of recreation services <br />offered. � <br />3. Develop pmqrams that masimize the use of the faciiities based <br />on the analysis. <br />Yolicy etatements should also be listed in the plan. Policiea <br />define how objectives will be fozmulated and implemented. Examples <br />af policiea for the objectives listed above are: <br />- duplication of facilities that provide the same level and <br />type of recreation sesvices within the same serviee area <br />ehall be avoided; <br />- park and open space facilities will be developed in areas <br />that preserve and allow pubiic enjoyment o£ natural re- <br />sources such as lakes, streams, forests and marshes.' <br />- private developers shall dedicate a portion of their land <br />or cash in lieu of land for recreation open space purposes; <br />- citizen participation ahall be utilized in all staqes of <br />the planning prooess and implementation program of local <br />� recreation open space develogment. <br />
