'Fhe <br />recreation open space element must include an implementation pro- <br />gram describing the devices to be used which will ensure contin- <br />aity and adaptability to changes in leisure behavior patterns and <br />desires of the coa�unity"s residents. <br />4) � FLEXIBLE. The plan should include a method of periodic revision. . <br />The local unit should encourage creative pla�ming and innovative <br />psogramminq to meet future needs instead'of relying entirely on <br />past successes. The local reareation open space system must have <br />the capability of adapting to rapidly changing social, economic, <br />and envimnmental conditions.
