The public's response should be used in deter- mining objectives for the community's recreation open space system. Final determi;aation of the coanmunity's desires for recreation open space facilities and pmgrams should be done by the local government (city council, park board and recreation staff) since they will be responsible for pmvidinq these facilities and progxams. Inventory of Recreation Resources: Inventory existing and _ potential local recreation open space resources, facilities and pm- grams.
