� <br />T0: Parks e i Comnission <br />FROM: Staff <br />RE: Silver View Park Acquisition Status <br />On Wednesday, June 20, a meeting was held with two representatives from <br />Kraus-Anderson, Mr. Dale Cremers and Mr. Dan Engelsma, along with Park Commissioners <br />Haake, Silvis and Scott, and Council members Rowley and Ziebarth. The meeting <br />lasted approximately 1; hours with Kraus-Anderson presenting their general proposal <br />for the development of Oak Lake Park. Staff will be reviewing the Kraus-Anderson <br />proposal in detail with the Co�nission on Thursday, specifical7y as it relates to <br />the acquisition of additional acreage and impact of their proposed development on <br />the park. <br />Staff would recomnend that the Parks & Recreation Comnition recommend to the City <br />Planning Commission the following: <br />1. Silver View Park should be located at the corner of Silver Lake Road and <br />County Road I with the main park entrance coming off of County Road I. <br />2. To direct City Attorney Meyers to negotiate with Kraus-Anderson a minimum <br />of 30-35 acres of park land through outright purchase, tand "swap" of <br />the City's existing 16.9 acres and future park dedication. <br />3. That the park land would have access and frontage to the proposed Oak Lake <br />Park with trail corridors provided by the developer which would provide <br />access from County Road H-2, Long Lake Road, County Road I and Silver Lake <br />Road. <br />4. that Kraus-Anderson provide an easement around the entire proposed Oak Lake <br />wide enaugh for an 8-foot bituminous hiking and biking traii to be installed. <br />5. That the Park Commission supports the concept of the development of Oak Lake <br />totalling 12.6 acres in size. <br />6. That the Parks & Recreation Commission also supports the Kraus-Anderson <br />proposal for low to medium density housing. <br />The second option the Park Commission has is as follows: <br />1. To retain the existing 16.9 park site at the intersection of Silver Lake <br />Road and County Road H-2. <br />2. To authorize Attorney Meyers to acquire a minimal additional acreage of <br />14 acres directly adjecent to and south of the existing park s1te. <br />3. To develop the park site as originally proposed and submitted by Staff in <br />June. 1978. <br />We received the final contract for acquisit7on in the mail on Tuesday. June 26, 1979, <br />whlch allavs us to begin negot9attons as soon as posstble. As can be noted in the <br />attached letter to Mr. Dale Cremers, our time line for negotiations is as follows: <br />Thursday, June 28, 1979 - Park and Recreatton Commisston <br />
