The coimcil �,y make inveatigations <br />into the af£airs o£ the city and the conduct of any city department, office or <br />agency and for this purpose may subpcena witnesses, admirLister oaths, talcz testimoqy, <br />and require the production of evidence. 1he cowicil shall provide for an audit of <br />the city's accounts at least once a year by the state depart�nt in charge of such <br />work or by a public accoimtant. At arty tim: the co�cil may provide for an exanr <br />ination or audit of the acco�ts of ar�y city o£ricer or agency, and it m�V provide <br />fbr sqy survey or research study of any subject of 7mmicipal coneexn.
