Sec. 3•02. � Secretary of Co�mcil. Tne city clerk shall act as secretary of the <br />wimcll. 7he�secretary shall keep a journal of co�cil proceedings and perform such <br />other duties as this Charter or the co�mcil may require. In the absence of the city <br />clerk, the co�cil mqy desig�ate any other city official or e�loyee, except a member <br />of the counciZ, to act as secretary of the council. <br />Sec. 3•03• 1iul.es of Pxocedure and Quoxwn. The cowicil shall detexm!ne its oym <br />rules and order o£ business. A ma,jority of all crembers shall constitute a quorum, <br />but a smaller rnm,ber aey acljourn fiom time to time. The council may by rule provide <br />means by which a minority m3y conpel the attendance of absent members in accordance <br />with state law. <br />Sec. 3•04. Ordinances, Resolutions, and Nbtions. Except as othexwlse provided <br />in this Chax�ter, all legislation sha11 be by ordinance. The votes of council[nembers <br />on ar;y action talcea sha11 be recerded in accoxdance with state law. Except as other- <br />wise pmvided in this Charter, an affix�tive wte of 3 or Irore members of tk� council <br />shall. be required fbr the adoption o£ all ordinances and resolutions. <br />Sec. 3.05. Procedure on Ordinances. Every pxnposed oxdlnance shall be p�sented <br />Sn writing. No ordinance shall contain irore than one subject. Such subject shall <br />be clearly 8xpressed in its title. The enacting clause shall be, "'Eae City of Mounds <br />View oadains." No oxdi.nance, except an emergency oxdinance, shall be adopted at tke <br />meeting at which it is introduced and at least 14 days shall elapse between its in- <br />troduction and final passage. <br />Sec. 3•06. F}rergency Ordinances. An ertergency oxdinance is an ord7nance necessary <br />Tor the imrediate preservation of the public peace, health, rrorals, safety or welfax+e, <br />in which oxdinance the emergency is defYned and deelared Sn a preamble thereto. <br />-5- <br />
