Paqe 3 <br />8/23/79 <br />^ Comnissioner Silvis suggested that the Ramsey County policy be <br />considered far use in city parks also. Chairman Burmeister <br />requested that the beer permit issue also be included in the <br />survey by staff. Comnissioner Silvis asked whether liability <br />is based upon numbers of peopie. Director Anderson replied that <br />numbers of particfpants per party does not alter liability but <br />does provide for greater potential of problems. Commissioner <br />Scott inquired about the injured boy during "Festival in the Park". <br />Director Anderson reported that the boy was fine and the City had <br />no liability in the injury. <br />New City Administrator-Clerk Jeff Nelson was introduced to the <br />Commi ss i oners . <br />Park Tour The Commissioners and staff took a small break to go on a tour <br />of LambertParkand Oakwood Park tot lots. Staff asked for com- <br />missioners input and opinion on the Lambert verticie wall. <br />Commissioners felt that the wall should be constructed as de- <br />signed with the verticle beight of eight feet. The deciston was <br />made unanamously with the idea that the verticle height can always <br />be shortened if need be. <br />Mounds View <br />Charter Comnission <br />Draft <br />Fall Recreation <br />Brochure <br />Camm9ssioner Linke expressed concern that the Charter Comnission <br />requested input on the draft but allowed very little time for <br />study and comnent on the draft. <br />Comnissioner Scott asked staff's comnents on the Charter Commission <br />Draft. Staff replied with no comnent on the issue. <br />Comnissioner Linke made a mot5on that Chairman Burnieister draft <br />a letter to the Charter Commission expressing concern that the <br />Parks and Recreation Comnission did not have adequate time and <br />copies to comment on the draft. Comnissioner Kuluvar seconded <br />the motion. Motion passed with: 6 ayes <br />0 nays <br />Staff will mail camplete copies of the draft to commissioners. . <br />Program Supervisor Kvalhe9m reviewed the 1979 Fall brochure featuring <br />special emphas55 on special events, new programs and activities. <br />Comnissioner Linke suggested a bridge program in the evenings for <br />men and women. <br />Director Anderson comnented that the brochure and newsletter will <br />be together as single mailing in 1980 in an effort to cut mailing <br />costs. <br />Chairman Burmeister asked about the city forestry tree cutting pro- <br />gram. Director Anderson reported that approximately 80 trees have <br />been cut down this past summer, a reductio� of past summers. <br />� Lakeside Park Director Anderson reviewed the Lakeside Park report which outlines <br />a lack of funds and no direct control by the C1ty of Lakeside Park <br />operations. <br />� <br />
