Page 2 8/23/79 ^ 1980 L.A.W.C.O.N. The information describing the status of the 1980 L.A.W.C.O.N. Grant 6rant rankings has not been determined as of this date. Staff received a call August 10 from Mr. Hahn Imm with the news that the State Planning Agency will not rank the Silver View Park project because of the change in site acquisition plans. In rebuttal staff immediately sent a letter once again specifying reasons for the change in plans. Upon review the State Planning Agency assured project ranking but the exact date of ranking is unknown. Staff requested feedback input and direction for policy decisions from the comnission. Chairman Burmeister expressed approval for staff to use discretion relating to policy positions which are necessary on a daiiy basis. Commissioner Haake stated the opinion that the Comnission has developed open ended motions wfiich express basic policy ideas with the explicit reason of which have allowed staff discretion in establishing day to day policy requirements. Comnissioner Linke expressed a vote of confidence from the comnission for past policy established by staff. Park Usage Policy Director Anderson reviewed the Park Usage Policy report. Comnissioner Scott asked if tBe City park needs additionai barrels. Director. .:. Anderson replied that a large dumpster is needed moreso than barrels. �. Upon review of the report.Chairman Burmeister expressed the opinion.�:�- that extra park usage fees are required. Comnissioner Scott also supported a definite charge for park clean-up. Camnissioner Kuluvar �. asked whether other cammunities charged for park usage clean-up. Director Anderson replied that most cities do charge definite park � use clean-up fees. Chairman Burmeister asked whether small groups and large groups would be required to pay the same amount. Com- missioner Scott suggested a E10.00 c7ean-up charge. Comnissioner Siivis asked whether the park usage fee sould inctude u5e of City Hall community roam, rest rooms, kitchenette, Nghts and electricity.��: Comnissioner Fedor suggested that a fee be paid by the size of each�.�� group. Commissioner Silvis expressed favor Sn the 9raduated scale fee system. Director Anderson asked whether a survey would be heTp- ' ful in determining a park usage palicy in relation to other communi- ties. Commissioner Scott made a motion that Staff be directed to conduct a survey of other comnunity policies on fee and charges for park usage. Comr.iissianer Linke seconded the motfon.
