The information describing the status of the 1980 L.A.W.C.O.N. <br />Grant 6rant rankings has not been determined as of this date. <br />Staff received a call August 10 from Mr. Hahn Imm with the news <br />that the State Planning Agency will not rank the Silver View <br />Park project because of the change in site acquisition plans. <br />In rebuttal staff immediately sent a letter once again specifying <br />reasons for the change in plans. Upon review the State Planning <br />Agency assured project ranking but the exact date of ranking is <br />unknown. <br />Staff requested feedback input and direction for policy decisions <br />from the comnission. <br />Chairman Burmeister expressed approval for staff to use discretion <br />relating to policy positions which are necessary on a daiiy basis. <br />Commissioner Haake stated the opinion that the Comnission has <br />developed open ended motions wfiich express basic policy ideas <br />with the explicit reason of which have allowed staff discretion <br />in establishing day to day policy requirements. <br />Comnissioner Linke expressed a vote of confidence from the comnission <br />for past policy established by staff. <br />Park Usage Policy Director Anderson reviewed the Park Usage Policy report. Comnissioner <br />Scott asked if tBe City park needs additionai barrels. Director. .:. <br />Anderson replied that a large dumpster is needed moreso than barrels. �. <br />Upon review of the report.Chairman Burmeister expressed the opinion.�:�- <br />that extra park usage fees are required. Comnissioner Scott also <br />supported a definite charge for park clean-up. Camnissioner Kuluvar �. <br />asked whether other cammunities charged for park usage clean-up. <br />Director Anderson replied that most cities do charge definite park � <br />use clean-up fees. Chairman Burmeister asked whether small groups <br />and large groups would be required to pay the same amount. Com- <br />missioner Scott suggested a E10.00 c7ean-up charge. Comnissioner <br />Siivis asked whether the park usage fee sould inctude u5e of City <br />Hall community roam, rest rooms, kitchenette, Nghts and electricity.��: <br />Comnissioner Fedor suggested that a fee be paid by the size of each�.��� <br />group. Commissioner Silvis expressed favor Sn the 9raduated scale <br />fee system. Director Anderson asked whether a survey would be heTp- ' <br />ful in determining a park usage palicy in relation to other communi- <br />ties. Commissioner Scott made a motion that Staff be directed to <br />conduct a survey of other comnunity policies on fee and charges for <br />park usage. Comr.iissianer Linke seconded the motfon.
