SStlt 186A056 r£MO T0: Mounds View Parks and Recreatian Cammissioners FROM: Staff DATE: September 25, 1979 RE: Community Survey on Park Policies Staff contacted 75 communities to survey their existing park usage policies in regards to both picnic and athletic facilities regarding fees and reserva- tion policy. As can be determined by reviewing the enclosed results there is no consistent pattern that has been established from co�nunity to community. A recap of the surveyed communities shows the following: 1. What facilities do yeu reserve on a permit basis? Each of the communities surveyed reserve the following facilities by permit: 1. Ballfields 2. Vicnic sheiters 3. General athletic fields 4. Skating facilities i.e. football, soccer and hockey Two cammunities had atteiryted to reserve permits for tennis courts and found it to be unsatisfacWry. 2. What does your reservation system consist of? The general consensus appears to be that teams may reserve 2 fields per week approximately one week in advance. There was an interestiag trend to eliminating permits for ballfields completely (3 communities) and "let them fight it out on the field" There was no charge for reserving ballfields in any of the 15 communities. In regards to picnic facilities there was a greater discrepancy as to who, when, how much, and where residents coutd reserve a picnic facility. The follawing items appeared to be fatrly consistent: A. Picnic permits were only issued to residents with no residence requirements beyond that for the group itself. B. Permfts could be issued well 1n advance for as many times as needed. C. Only one community did not issue permits because of "over crawdi�ess"
