' 2 - <br />rw^, <br />planning and implementing the local systems of parks and recreation � <br />eezvices. The Metropolitan Council and the counties (Graphic �2) have <br />the responaibilities for planning and implementing a regional parka <br />system, and the Minnesota Department of Natural Resources has the - <br />reaponaibllity for plaaning and implementing a state park syatem. The - <br />interrelationahip of each level of recreation service is obvious. <br />Failtue to meat local recreation needs results .in "over-loading" the <br />recreation systems of other agencies (adjoiniag co�unities, regional <br />systeme, etc.), it is easential that all tmits of government analyze <br />the kinda of needs that their recreation delivery system will be called - <br />upon to satiafy. Local and regional recreation demand can only be <br />satisfied through the coordinated planning of local, county, and <br />regional govex�ents. (Graphic A, fitting local recreation inco xegioa- <br />al aetwork.) <br />The legislature in 1976 recognized the need for coordinated planning <br />and paesed the Hetropolitan Land Planning Act. This act requires that <br />all genoral purpose �mits of local government prepare comprehensive P.. <br />plans for aubmittal to the Metropolitan Council. ' '`•- <br />r <br />� _ ,. ._ _ In addition, the Metro- <br />politan Land Planning Act requiras that school districts submit capital <br />improvment prcgram budgete to the Council for its review. These local <br />plana and capital improvements will then be reviewed based on regional <br />poliay and ayatem plans in an attempt to plan for the efficient and <br />effectiva delivery of tha varioua governmental sarvices. <br />Tn planning for recreation prugrams and recreation open apace <br />(parks) a"sqstems approach" ie necessary. Uplike police and fire pro- <br />taction, or street maintenance which are usually provided by municipal- �`�' <br />itiea, and educational programs mhich ara provided by school diatricta, <br />recreational programs and parks are provided by varioua unita of local <br />gowrirment. Co�unity park and recreation programa have been develop- <br />lag in soma cities for over thirty years. School districts <br />faciSitles have been utilized by many co�unitiea as "recr.eation <br />oentara" during off-achool houre. Recently, the community education <br />program in Minneeota has resulted in some school districts providing <br />addiCional leisure serviees to their district's co�unitiea. �,,,: ' <br />Tha eountias throughout the metropolitan area provide park and <br />sacraation eervicas, eoma of which are local in nature and aome oE <br />
