A special govarnor's court gamas program pravided naariy <br />$1 million during 1977 and 1978 for tha davelopment o£ court gam�. ;y <br />£acilities. Nearly $70 million dollara hava baan available ehrough `� <br />the Metropolitan Council fos regional recreation facility acquisition <br />and development since 1974. While the invasement made has b��n �ub- <br />stantial, nearly avery eo�unity has "unmet neede." The comprahansiw <br />plan should help identify thosa highest prioritq projecte vhich <br />need to be undertaken, and help determine methods to make those proposed <br />projecta a reality. <br />_ The Metropolitan Council has the resnonsibiliCy for preparing thb <br />Develooment Guide /Policv Plan for Recreation Open Space. Thia <br />plan tries to address the•various subsystems which deliver park and <br />recreation service to the reaidents of the metropolitan region. The <br />current policy plan (prior to January, 1978� describes a system of <br />regional parks and park reaerves throughout the metropolitan area• <br />Amandments to the policq plan will address trail placuting, special re- - <br />creation use facility planning, and historic park planning. <br />The plan also describes a local recreation syatem in a ganeraT <br />sense. Recreation apen apace sites which are exclusively local in �x <br />nature and thus the responsibility of the local unit of government <br />include mini-parka, neighborhood playgrounds, community playfielda, <br />and co�unity parks. This local syatem, private recreation £aeilitine, <br />plus the zegianal aystem, are the components of the metropolitan recse- <br />ation opan space syatem. The purpose of this planning ef£ort is to insura <br />that co�unitiea have a plan for the provision of local recreation opm <br />apace areae, facilities, and programa consistant with the Metropolitan <br />`� <br />Council's adopted policies and the local co�unities' anticipated neada. <br />
