. 4 _ <br />Onlq if the coumiunities have planned for these services will this r"• <br />"hierarchy of recreation systems" work in providing the wide range of <br />recreation services deaired by the public. .- <br />ROW THE COUNCIL WILL REVIEW LOCAL RECREATION PLANS _ <br />in reviewing the recreation open snace element of the local com- <br />prehenaive�plans, the Metropolitan Council will consider three factors: -= <br />1. The eonsistencp of the local comprehensive plan with the Metro- <br />politan Coimci!'s Regional Recreation.Open Space System Plan as <br />tequired by the Metropolitan Land Planning Act (Section 473.175). <br />Under this Iaw, the Meeropolitan Coimcil may saquire modiffea[ion of <br />n comprehensive plan which substantially ic�pacts or departs fram, - <br />the Cotimcil's Regional Recreation Open Space Syg�tem Plan. Section <br />I of this handbook discusses examples and idesa for preparing the <br />local comprahenaivs plan's recreation open space element. By using <br />the ideas presented, recreation open space element should be ade- <br />quate for review and consistent with the Regional Recreatioa Open <br />Space Syatem Plan. <br />2. The Metropolitan Council ataff will wvunent on the adequacy of the r-�- <br />local�recreation open space system in coulparison to the description ` <br />of "local recreation open space" in the MetropoZitan Council's . <br />Development Guide/Policy Plan for Recreation Open Space. Theee . <br />coammenta will be used by Coimcil staff in reviewing future LAWCON <br />and LClIIt park grant applications. Section I2 of the handbook deals <br />with the ideas for preparing and implementing a local recration <br />open space system plan. - <br />SECTION I <br />CONSISTENCY WITH REGIONAL RECREATION OPEN SYACE SYSTEM PIANNING <br />. �� <br />Each local goverx�ment has received a"systems statement" from the f <br />Metropolitan Cotmcil which identifies thoae components o_° the ragianal <br />recreation open space system which a£fect the preparation of the compsa- <br />hensive plan. Local unita of government have also been given "P1an Con- � <br />tent Guidelines" from the Metropolitan Council. llnder the Publie Faci- :; <br />1ltise Plan Conent aection of that document, five guidelines were given <br />for the content of the parks and open space element.
