City Park System Memo 10/17/79 Page 4 <br />A simplification of this planning concept is to refer to it as the <br />"neighborhood theory" with the major objective being to taitar each neighborhood <br />park to the needs of those it serves. <br />4. The comprehensive plan should include the design of the Mounds Yiew Park <br />System with ingenuity and imagination to ensure a good relationship between the <br />park function and the park landscape. <br />5. The comprehensive plan should reflect the existing services of our department <br />which specifically are active in nature; such as youth and adult athletics, hiking, <br />biking, picnicing, etc. <br />6. The comprehensive plan should consider the forces that will shape the future <br />makeup of the City of Mounds View, including the social and economic characteristics, <br />population trends, and future physical development. In addition to that point, we <br />must remertber, "the people who liva here", and our planning must reflect both an <br />identification and understanding of their social values and human needs. <br />7. Lastly, our planning process must be realistic so that we reflect attain- <br />able standards from both a financial, operational and maintenance standpoSnt. <br />To further assist the City Council and Park Comnission in the development <br />of a Co�rehensive Parks and Open Space Plan, I have included the following standards <br />W help better define what the current status of the Mounds View Park System is. <br />It should be noted that one of the difficulties in developing standards is that <br />through strong community and neighborhood involvement, it is difficult to rationat- <br />ize to them why they cannot have the facilities they request because of pre-set <br />standards. <br />The fTnal appraisal of the hbunds View Parks and Recreation System is that <br />it must be adequate and di�ersSfied enough to serve the recreation needs of the <br />Fbunds Vtew residents and extensive and attractive enough to enhance the aesthetic <br />sodat and ecanomic valurs of the City of Mounds View. <br />
