The Mounds View Parks and Recreation Comnission should 6e aware of the <br />i�ortance of a harmonious relationship between man and nature with an equally <br />important objective being to conserve nature> and make natural beauty paramount. <br />To this end, the Commission should do everything within its power to encourage <br />the residents of hbunds Uiew to enjoy, appreciate, protect and strengthen their <br />ties with the natural environment. <br />4. Praper attention should be given to the individual needs of the Mounds <br />residents to ensure that their privacy and solitude is maintained. <br />5. The primary focus should be upon leisure opportunities that ensure the full <br />personality development of ail residents including the handicapped, retarded, mal- <br />adjusted, une�loyable, and the culturally deprived. <br />6. The Park Coianission must also realize their role within the regionat, <br />state, and county park systerts as weli as their role with related agencies such as <br />housing, health, businesses, political, spiritual, and educational comnunities. <br />To this end, the City of hbunds View should seek to cooperate and assess all <br />related interests to ensure that a comprehensive system is developed. <br />In the establishment of a Comprehensive Parks and Open Space StuQy, basic <br />planning principles should be adhered to> such as the following: <br />1. The comprehensive plan should reflect past, present, and future needs and <br />be based on an evaluation of existing conditions as weil as the projecffid future <br />requirements. Therefore, the comprehensive plan must be continually updated, evalu- <br />ated, and revised as the City develops and changes in the months and years ahead. <br />In addition, the Comprehensive Parks and Open Space Study must be integrated with <br />not only the master plan for the City, but also the total Metropolitan area. <br />2. Each type of park facility serves different purposes and they must relate <br />to one another in both function, quantity, and location. <br />3. The Mounds View Parks and Recreation plan should e�ryhasize a decentrallzed <br />plan to meet the individual needs and interests of each neighborhood to encourage <br />and solicit local residential involvemtnt. <br />
