-Z- <br />Edgewood Junior High School. 7he report also indicates'the other activities <br />which take place in/on city or school property. <br />The purposes for the proposed joint powers agreement (copy C attached) are to: <br />1. Insure commitment by both the schoot district and the City of Mounds <br />Vtew to fointly schedule the use of and to maintain the outside <br />facilities. <br />2. Insure that yearly maintenance agreements are developed and agreed to <br />by both parties. <br />3. Insure that should either party not meet its agreements there are <br />specific steps to be taken to review the reasons and to keep communica- <br />ttons open between the two administrations and the ScFrool Board and the <br />City Council. <br />4. To set key check point dates for reaching agreements and for verifying <br />the functioning levels of comnunicattons. <br />The Mounds YTew Schools Outside Facilities Maintenance Standards (copy D at- <br />tached) were developed by the Park and Recreation Directors from the cities of <br />New Brighton, Shoreview, Arden Hills, hbunds View; John Ostiund, Coordinator of <br />Comnunity Education; Mounds View School District staff inembers, Robert Chatfield, <br />Coordinator of Operations; and Alex Gadacz, Supervisor of �faintenance and Grounds; <br />George Christenson, Director of Community Education, Planning, Research and Re- <br />porting Services; and have been reviewed by the assistant principals of the four <br />middle schools. <br />These standards are the basis for the setting of the maintenance agreements. <br />The maintenance agreement (a copy of a partially compteted form is attached - <br />copy E) becomes the statement in writing as what each of the parties will do dur- <br />ing a stated year. Based on the experience of both parties plus any new informa- <br />tion, a new agreement would be developed by March 75 for the caning year. A pos- <br />sibilityis to have theagreements gradually cover a two (2) or three (3)year period. <br />In order to have this previously stated system work, the Edgerrood Outside Facili- <br />ttes have to continue to be up9raded according to the pians developed by Bruce <br />Anderson, the teachers, coaches and administration of Edgewood Junior High School <br />and school district central office staff and administrators. A copy of the plan <br />is attached. (copy F) <br />A description of the "Outside Facilities - Capital Outtay Project Update, <br />February il, 1980...for Edgewood" is attached. (copy G) This describes nhich <br />has been canpleted and what remains to De done. The actual costs and estimates <br />for future work are atso described in this report. <br />We are looking forward ta the meetings with the Park and Recreation Commission <br />and the CSty Countii where we w111 have the opportunity to discuss the proposal <br />and plans 1n detall, and iwpefully continue the mutually advantageous, formal <br />jotnt powers relationships. <br />
