F <br /> -2- <br /> COUNCILMEMBER' S REPORT There was no councilmember' s report. <br /> REVIEW OF LONG RANGE Staff presented the long term financial plan to <br /> 411 FINANCIAL PLAN the Commission , indicating that the City Char- <br /> ter required staff to submit a long range five <br /> year plan for the Council review. The plan as <br /> presented by staff included a $50 , 000 expendi- <br /> ture for capital improvements, 1985 - 1990 , as <br /> well as the addition of 4-1/2 staff members. <br /> Staff indicated that the $50,000 capital <br /> improvement monies were to be allocated from <br /> interest from either the Silver Lake Woods <br /> improvement fund or the defeasance project. In <br /> addition , staff indicated that the great <br /> increase in staff was largely due to projected <br /> revenue from the City' s golf course as well as <br /> funds from the recreation activity account. <br /> After reviewing the long range capital improve- <br /> ment plan in depth , a motion was made by Com- <br /> missioner Silvis, seconded by Commissioner Long <br /> to approve the long range capital improvement <br /> plan . Motion passed 7 ayes , 0 nayes <br /> • An ammendment to the initial motion was propos- <br /> ed by Commissioner Long, seconded by Commission <br /> Bowman , to request an additional $10 ,000 per <br /> year in the neighborhood park planning fund <br /> assuming that additional corporate support is <br /> developed over the next six to nine months. <br /> Motion passed unanimously 7 ayes , 0 nayes <br /> PLAYGROUND EQUIPMENT Staff reviewed the playground equipment bids <br /> REVIEW that were received for Random Park as per the <br /> bid specifications as prepared by the Park Com- <br /> mission . Staff had received five bid proposals <br /> ranging from a low of $6 ,845. 00 from Builder' s <br /> Engineering Co . to a high of $10 ,800. 00 from <br /> Hamely Recreation Co . The Commission reviewed <br /> the policies from both a written and visual <br /> perspective and discussed the pros and cons of <br /> each piece of equipment based on their previous <br /> municipal tour of creative play environments. <br /> A motion was madeCommissioner Bowman , seconded <br /> by Commissioner Wermager to purchase the Mir- <br /> acle Recreation equipment at a total bid price <br /> of $8 , 107 .00 . Motion passed unanimously 7 <br /> ayes , 0 nayes. <br />
