human and animal scavengers are discouraged from accessing or removing <br /> recyclables; <br /> C. Equipped with clear and understandable labels identifying the type of recyclable <br /> material to be deposited in each container and visually different from other <br /> containers for mixed garbage; <br /> D. Maintained in proper operating condition, reasonably clean and sanitary and free <br /> of markings or graffiti; <br /> E. Repaired or replaced on a reasonable schedule if stolen or broken. <br /> 4.6 Containers shall be stored on the premises in a location that is convenient for <br /> residents to place recyclables. Recycling containers shall be placed in a location on <br /> the premises that permits easy access for collection purposes but does not obstruct <br /> pedestrian or vehicular traffic. All such locations shall comply with the City's zoning <br /> and other ordinances. <br /> 4.7 The owner of a multiple-unit dwelling shallprovide recycling educational <br /> information to the occupants of each dwelling unit on the property The educational <br /> information shall notify the occupants of the availability of collection services, <br /> describe the procedures required to prepare the designated recyclables for collection. <br /> (a) The educational information must be provided to all residents at least once every <br /> six (6)months and to new residents within two (2)weeks of residence. <br /> (b) The information will explain the reasons to recycle, recyclables to be separated <br /> from solid waste, the manner of separation and the location of the containers <br /> provided for recycling. The educational information may consist of fliers, <br /> posters, presentations or other effective means to enhance resident compliance <br /> with recycling requirements, including the use of pictures or diagrams. <br /> Information from the City's website or information provided directly by the City <br /> may be used to comply with this requirement. <br /> 4.8 Upon collection by the owner or the owner's contracted independent hauler, that <br /> person shall deliver the designated recyclables to a recyclable material processing <br /> center, an end market for sale or reuse, or to an intermediate collection center for later <br /> delivery to a processing,center or end market. No recyclable materials placed by <br /> residents in the multiple-unit recyclables collection containers will be collected or <br /> disposed of as garbage. ;it is unlawful for any person to transport for disposal or to <br /> dispose of separated designated recyclables in a mixed municipal solid waste disposal <br /> facility.
