Draft EDC Minutes August 17,2012 Page 2 of 3 on getting County Road 10 redone and that it is still his number one goal. His number two goal is to rename Country Road 10. He mentioned that the positive changes to Ramsey County Highway 96 can also occur on County Road 10. He suggested that the City should meet with its Ramsey County Commissioner to discuss the City's concerns and goals for County Road 10, in addition to renaming County Road 10. Commissioner Meehlhause said that a positive aspect of the 2002 plan was in regards to aesthetics and that the trailway project is one thing in the plan that was completed. He said the troubling aspect of the 2002 plan related to changing the actual nature of the roadway itself,changing the speed limit and straightening the intersections,which he does not see as realistic. He added that the 2002 plan provided high-level ideas but not specifics on how the City might move forward. Chair Johnson commented that she liked how the 2002 plan separated the corridor into ten sections that provided advantages and disadvantages of what could be done in each section,which in itself was a vision for the corridor. She stated that the City needs to decide what it wants to be,such as the type of"hub"it wants to be. She added that the City doesn't have the power to do road improvements on a road owned by Ramsey County. She suggested that the City needs to figure out how to make Mounds View a destination community. She also said that since County Road 10 diagonally intersects the community,it will be difficult to redevelop because all of the lots fronting the roadway are triangular in shape. She added that perhaps the City Council could assist with reconfiguring the lots into larger, developable parcels. B. Review 2006 Premium Stop Redevelopment Area Study The EDC asked to review this plan prior to discussing a vision for County Road 10. Ms. Steinmetz stated that the 2006 study was concentrated on a particular "block" of County Road 10, located between Woodale Drive and County Road H2. The study was completed by consultants. She added that this plan was less of a reconstruction plan and more of a redevelopment plan, which included redevelopment concepts. Commissioner Meehlhause preferred this study because it provided examples of how properties could be redeveloped. Chair Johnson agreed that the 2006 study provides examples of how to redevelop a specific site. Chair Johnson said that if the EDA/City Council wants redevelopment to occur in Mounds View, they need to provide assistance towards the projects. Commissioner Meehlhause referenced his takeaway from the June ULI Workshop,which was that the City needs to be proactive and control the land in order to achieve successful projects. Commissioner Larson suggested that the City could concentrate its efforts on the two County Road 10 intersections that Ramsey County will be reconstructing in the next couple of years. He said the City could provide the County with its plan for those intersections. Commissioner Belting added that the City's participation could be as simple as adding colored pavers in the intersections. Commissioner Wagner-Harkonen said she would not feel comfortable creating a vision for the corridor unless a task force was created including Council members. Commissioner Meehlhause agreed.
