These status reports <br /> should help the EDC prepare its 2010 priorities. <br /> 1) Development/redevelopment along County Hwy 10 Corridor <br /> a. Premium Stop Redevelopment Area (south to County Road H): <br /> The status of the Premium Stop Redevelopment Area did not change in 2009. <br /> The landowner of the two single-family parcels at 2300 and 2288 County Road 10 <br /> is no longer working with a real estate broker to market his properties. The EDC <br /> and City Council reviewed a concept for a Burger Time restaurant at 2390 County <br /> Road 10 in Fall 2009 but the City Council denied the concept. The Council also <br /> decided not to set an asking price for the property. Some Councilmembers <br /> wanted the asking price to at least be Ramsey County's assessed value and some <br /> members wanted the asking price to be what the EDA paid for the property, which <br /> is around $625,000. <br /> b. Saturn Dealership: <br /> In February 2009, General Motors announced the elimination of the Saturn brand. <br /> The landowners of Mounds View's Saturn resold their land in Blaine and decided <br /> to recruit new tenants to occupy their Mounds View site. The Planning <br /> • Commission recently recommended that the Council approve an amendment to <br /> the Saturn site's Conditional Use Permit so that new cars do not need to be sold <br /> on the site. The Council will hold a public hearing and consider the Planning <br /> Commission's recommendation on January 25, 2010. The landowners are in <br /> discussions with a nationally branded service shop and used car facility to operate <br /> on the site. As of January 12, 2010, the site is listed for sale on the Minnesota <br /> Commercial Association of Realtors (MNCAR) Website and The Davidson <br /> Companies, Inc. Website. <br /> c. Silver View Plaza: <br /> The following businesses opened and closed in Silver View Plaza in 2009: <br /> • Opened in January - Fantastic Sams <br /> • Closed in January - Jian Kang Massage <br /> • Closed in March - A Home Enhanced: Stager's Resource Outlet <br /> • Opened in June - Corvette Specialties <br /> • Closed in December - Laundry King <br /> • Opened in December - A+ Coin Wash <br /> Property owners Kraus-Anderson had budgeted in 2009 to replace the roof and to <br /> repair the HVAC system. They replaced some of the HVAC units in 2009 but they <br /> postponed the roof replacement until 2010. <br /> • <br />
