Implementation 1111 The Mounds View Comprehensive Plan is a policy document. The plan is not a law or ordinance but is meant to be a flexible guide. For this plan to be effective, an implementation plan must be developed to outline specific actions that the City will take to reach the goals and achieve the vision that the plan sets out for the City. The following outlines the actions the City will take to implement this plan. Land Use: 1. The City will review its current zoning map to determine if inconsistencies exist with the adopted comprehensive plan map. The City will process rezonings as necessary to remove inconsistencies. 2. The City will also review its City codes including zoning, subdivision, and housing codes to address inconsistencies with the comprehensive plan and to assist in its implementation. 3. Develop and adopt a specific land use plan for the County Highway 10 corridor. 4. Update, adopt, and implement a second-generation storm water management (watershed) plan. Housing: 1. Continue existing housing programs and develop new programs to improve all aspects of the housing stock in Mounds View. 2. Work with the Minnesota Housing Finance Agency and other funding agencies to fund programs to maintain existing housing stock and provide new housing. 3. Maintain the housing stock within Metropolitan Council Livable Community benchmarks. 4. Continue to work with the North Metro I-35W Corridor Coalition on housing issues. 5. Explore opportunities for providing"move up" and life-cycle housing. 6. Work with the Metropolitan Airports Commission to provide noise attenuation for residences impacted by airplane noise. Public Facilities: 1. Maintain existing facilities. 2. Continually evaluate programs to insure that they meet the needs of Mounds View citizens. 3. Maintain water and sanitary sewer system infrastructure. • Page 15
