Implementation <br /> 1111 The Mounds View Comprehensive Plan is a policy document. The plan is not a law or ordinance <br /> but is meant to be a flexible guide. For this plan to be effective, an implementation plan must be <br /> developed to outline specific actions that the City will take to reach the goals and achieve the <br /> vision that the plan sets out for the City. The following outlines the actions the City will take to <br /> implement this plan. <br /> Land Use: <br /> 1. The City will review its current zoning map to determine if inconsistencies exist with the <br /> adopted comprehensive plan map. The City will process rezonings as necessary to remove <br /> inconsistencies. <br /> 2. The City will also review its City codes including zoning, subdivision, and housing codes to <br /> address inconsistencies with the comprehensive plan and to assist in its implementation. <br /> 3. Develop and adopt a specific land use plan for the County Highway 10 corridor. <br /> 4. Update, adopt, and implement a second-generation storm water management (watershed) plan. <br /> Housing: <br /> 1. Continue existing housing programs and develop new programs to improve all aspects of the <br /> housing stock in Mounds View. <br /> 2. Work with the Minnesota Housing Finance Agency and other funding agencies to fund <br /> programs to maintain existing housing stock and provide new housing. <br /> 3. Maintain the housing stock within Metropolitan Council Livable Community benchmarks. <br /> 4. Continue to work with the North Metro I-35W Corridor Coalition on housing issues. <br /> 5. Explore opportunities for providing"move up" and life-cycle housing. <br /> 6. Work with the Metropolitan Airports Commission to provide noise attenuation for residences <br /> impacted by airplane noise. <br /> Public Facilities: <br /> 1. Maintain existing facilities. <br /> 2. Continually evaluate programs to insure that they meet the needs of Mounds View citizens. <br /> 3.
