Nina Archabal, the Minnesota ota Historical Society's director, had <br /> lobbied legislators during the special session's waning hours to help the project <br /> go forward with tax-increment subsidies. The historical society is developing a <br /> three-story museum as part of the development. <br /> "It looks like the Mill City [Museum] project ... it's not fair to say exempt, [but] they <br /> will not have to meet some criteria," said Laurie Brickley, a Historical Society <br /> spokeswoman. <br /> Under the provision, which city officials are still studying, the project appears to <br /> be eligible for special status in drawing from the new state grant fund, said Dick <br /> Victor, a senior project coordinator with the Minneapolis Community <br /> Development Agency. <br /> "Basically, there's less red tape for us to get at the pool. ...
