The lot in question, 5145 Program Avenue, is zoned Planned Unit Development <br /> (PUD) and the allowed use for the site is office/flex. <br /> 2. The proposed use would be in conflict with the Comprehensive Plan. <br /> 3. The property is bordered by industrial/business uses.
