• I. Introduction <br /> EDA & City Council <br /> The Mounds View Economic Development Authority (EDA) and the Mounds View City <br /> Council are comprised of the same five members but are separate governmental <br /> entities. The EDA authorizes matters to promote a positive economic climate, to <br /> encourage economic development and to enhance the tax base of the City. The EDA <br /> reviews ways in which the City can expand existing businesses, attract desirable new <br /> businesses, and revitalize the community. A branding exercise and the development of <br /> a public communications/marketing plan is a means by which to achieve the above <br /> referenced activities. <br /> Purpose & Intent <br /> The EDA is distributing this Request for Proposals (RFP) in an effort to identify a <br /> consultant to facilitate a branding exercise for the EDA followed by the development of a <br /> public communications and marketing plan. The intent is to contract with a highly <br /> qualified consultant or firm who is interested in and capable of completing branding <br /> services for the EDA followed by contracting with the same consultant or firm to <br /> complete a public communications/marketing plan for the EDA. <br /> II. Background <br /> • The Mounds View Economic Development Commission (EDC) is an advisory body to <br /> the EDA and is comprised of four residents and three business representatives. The <br /> EDC began discussing public communications/marketing for the City in January 2008 <br /> and those discussions most recently evolved into the EDC's suggestion that the City <br /> should begin with a branding exercise prior to developing a public <br /> communications/marketing plan. Below is a timeline of the EDC's discussions thus far: <br /> January 18, 2008 - City staff inquired of the EDC's thoughts regarding the need for a <br /> public communications/marketing assessment for the City of Mounds View. <br /> February 15, 2008 - Staff completed Attachment A, an internal assessment, which the <br /> EDC briefly reviewed. <br /> March 21, 2008 - The EDC discussed the assessment in depth and agreed that <br /> branding is something the City of Mounds View should consider, that the City newsletter <br /> should be redesigned and that the City should have a "go to" person for all public <br /> communications/marketing efforts within the City. <br /> April 18, 2008 - Staff completed Attachment B, a draft public communications/marketing <br /> goals and target audiences document. The EDC made a formal Motion recommending <br /> that the EDA consider generating an RFP to initiate a branding exercise and a public <br /> communications/marketing plan for the City. <br /> • May 16, 2008 - The EDA will review the first draft of the RFP to be recommended for <br /> consideration by the EDA on May 27, 2008. <br /> Draft Branding RFP <br /> May 16,2008 <br /> Page 2 of 4 <br />
