• <br /> • In situations where owners of underused parcels(especially residential homeowners and owners <br /> of old or obsolete commercial structures)are unwilling to sell, (thereby delaying or preventing <br /> the development of those properties to their highest and best use),the City will: <br /> ✓ Arrange meetings with property owners. <br /> ✓ Provide current information about the potential market value of their properties. <br /> ✓ Develop or refine City relocation policies. <br /> • In order to strengthen Mounds View's identity,the City will: <br /> ✓ Ensure that the City has a consistent image by using branding. <br /> ✓ Continue work on the development and improvement of County Road 10. <br /> ✓ Maintain a high profile within the local and regional business communities. <br /> ✓ Attempt to develop a greater sense of community. <br /> ✓ Handle business climate inquiries promptly and professionally. <br /> • Given the scarcity of attractive office space and rental warehouse/office space, the City will <br /> encourage new construction to meet these needs. <br /> • The City shall investigate and use more cost-effective and/or more carefully targeted <br /> • recruitment/marketing techniques to bring businesses and development to Mounds View. <br /> • Because funds are limited for the financing of business incubator programs and for enterprise <br /> facilitation projects or other initiatives that help new businesses get started locally,the City will: <br /> ✓ Pursue grants to fund such programs. <br /> ✓ Establish collaborations with other governmental entities and non-profit organizations. <br /> ✓ Serve as a clearinghouse for information about assistance(financial and otherwise)that <br /> may be available from sources other than the City. <br /> • City staff shall make suggestions about alternative, new or improved methods of providing <br /> advice, assistance or encouragement to those wanting to do development or redevelopment <br /> projects in Mounds View. <br /> • Due to the high cost of redeveloping property vs.developing property,the City will participate in <br /> seeking creative solutions to the financing challenges inherent in redevelopment projects. <br /> 1110 <br />
