• The City will consider the redevelopment or expansion of an existing business, or new <br /> commercial or industrial development, or residential housing only if the review process <br /> includes a reasonable opportunity for public input by those business owners and homeowners <br /> that the proposal could affect. Whether or not such parties support(or,at a minimum,do not <br /> oppose) any proposed redevelopment, expansion, new development or new project will be <br /> one of the more important factors in determining the City's position with respect to any such <br /> proposal. The City Council and EDA will need to decide whether the actual or potential <br /> benefits to the City (from any such proposal) outweigh the actual or potential negative <br /> impacts on individuals,businesses or the city as a whole. <br /> Miscellaneous Economic Development Goals <br /> • The City will facilitate communications between and among the City,Ramsey County,local <br /> businesses, the Chamber of Commerce, the Convention and Visitors Bureau, local <br /> educational institutions,and any other parties or entities having a direct or indirect interest in <br /> the economic prosperity of Mounds View. <br /> • The City will continually develop and review more specific priorities to provide guidance to <br /> City staff,business owners,developers,and residents with respect to areas the City intends <br /> for concentrated development efforts (geographic and otherwise). <br /> • • Support and advocate for public transportation and transit improvements that serve the needs <br /> of City residents and business community. <br /> • Advocate for area service providers to ensure that the city is sufficiently served with <br /> telecommunications and technology infrastructure that supports Mounds View residents and <br /> the business community. <br /> Resources to Support Economic Development <br /> The City defines resources to support Economic Development as any facts, programs or <br /> circumstances that enhance Mounds View's ability to attract new businesses, retain and expand <br /> existing businesses, or assist in the preservation of a vibrant and diverse local economy. Such <br /> resources currently include the following: <br /> • The City's close proximity to Interstate 35W which allows relatively quick and easy access to <br /> the downtown areas of Minneapolis and St. Paul, and to other portions of the Twin Cities <br /> metropolitan area <br /> • Good internal traffic circulation and the City Council approved(2007)Street&Infrastructure <br /> Improvement Program(first project—2009) <br /> • Successful, attractive business parks <br /> • <br />
