<br />.~ <br /> <br />tt <br /> <br />. <br /> <br />Resolution 5853 <br />September 23, 2002 <br />Page 2 <br /> <br />NOW THEREFORE, BE IT RESOLVED, the Mounds View City Council makes the <br />following findings of fact relating to this request: <br /> <br />1. The alteration within the buffer is the minimum necessary to allow for the <br />replacement of the single-family home which was recently demolished to allow for <br />the construction of a new house. <br /> <br />2. The flood storage capacity of the wetland would not be impacted by the <br />reconstruction of a home and garage on this lot. <br /> <br />3. The proposed improvements would not reduce the existing water quality enhancement <br />value ofthe wetland under conditions of ultimate development. <br /> <br />4. It is not anticipated that the improvements would reduce the existing wildlife habitat <br />value of the wetland. <br /> <br />5. Very little vegetation would be disturbed by the construction of the improvements, as <br />a home had been previously located at this same location. <br /> <br />6. The proposed improvements would not adversely affect the water flow characteristics <br />of the wetland. <br /> <br />7. The stom1water runoff from the proposed improvements is anticipated to follow <br />historic pattems, no changes are proposed. <br /> <br />8. While proposed stormwater runoff will exceed previous volumes, the increased <br />volume would not pose an impact to the overall Spring Creek wetland basin. <br /> <br />9. The quality of the stormwater runoff generated by the improvements will remain <br />unchanged from previous runoff. <br /> <br />10. No waste would be discharged into the runoff as a result of the proposed <br />improvements. <br /> <br />NOW, THEREFORE, BE IT FINALLY RESOLVED that the Mounds View City <br />Council approves the Wetland Buffer Permit to construct a 2,410 square foot home and 552 <br />square foot garage requested by Lori Frase and Kimberly Olson, contingent upon the following: <br /> <br />1. Only clean fill, free of chemical pollutants and contaminants, shall be brought onto <br />the site. <br /> <br />2. No waste--solid, hazardous or otherwise--shall be allowed to enter directly or <br />indirectly into the wetland. <br /> <br />3. Before a building permit can be issued, the builder/developer shall submit a detailed <br />grading and site plan showing existing and proposed elevations of the site. <br /> <br />4. <br /> <br />The minimum floor elevation of the home shall not be less than 889.4 feet. <br /> <br />5. <br /> <br />Grading of the site shall not deviate from the approved plan without the express <br />written consent of the Director of Public Works after review by the City Engineer. <br />
