It is our understanding that each of these two parks, Mounds <br />View Park and Towns Edge Terrace have only one point of access from the public street system <br />and that city ordinance requires two. It is the desire of the city to accomplish the necessary <br />engineering studies for purposes of locating a second access. Such studies will require both <br />traffic engineering/planning and municipal engineering regarding access feasibility. <br /> <br />We have developed a work seope of the proposed analyses for each park. The tasks associated <br />with that scope are described in the following portions of this letter. Please note that some tasks, <br />such as documentation and meetings, will be common to both the traffic and municipal analyses, <br />while others will be separate. The separate tasks would be performed on a parallel time schedule <br />to the maximum extent possible to efficiently produce the final results of the study. <br /> <br />Mounds View Park <br /> <br />Task 1 - Conduct Traffic Counts <br /> <br />There are some traffic counts that we would recommend be conducted. The location of these <br />counts is listed below: <br /> <br />. South end of Montclair Avenue (park access road) <br />. Raymond Avenue just north of County Road H-2 <br />. Belle Lane east of Quincy Street <br /> <br />Each count, at least 24 hours in duration, should be on a Tuesday, Wednesday, or Thursday. Do <br />not count during school Christmas vacation time period. Counts should be hourly, by travel <br />direction. Speed data on the public streets would be beneficial, but would require another count <br />on Raymond at a location farther north of County Road H-2.
