<br />. <br /> <br />Mr. Greg Lee <br />Mounds View, MN <br />Manufactured Housing Parks - Proposal <br /> <br />File No. 435-02-000 <br />December 20, 2002 <br />Page 3 <br /> <br />Task 3 - Preliminary Survey <br /> <br />Preliminary topographic survey would be performed on the project site using total station <br />equipment. This would be done at the locations of potential access at both the north end of <br />Londondary Avenue, and south of existing Windsor Way. The survey would record the <br />elevation and location of existing structures, trees, and other physical features in the vicinity of <br />the potential accesses. It would also record the existing ground elevations, as well as the relative <br />locations of the existing streets to Old Highway 8. The information gathered in the survey would <br />be necessary to perform a preliminary design and cost estimate for the feasibility study. <br /> <br />Task 4 - Wetland Investigation <br /> <br />The National Wetland Inventory Map indicates the presence of wetlands near the potential <br />access locations. A wetland estimation would need to be performed as part of the study. This <br />would include a field delineation of wetlands, and investigation of required mitigation measures <br />if wetlands will be impacted. For your information and use in scheduling, please be advised that <br />field delineation must be performed during the growing season, approximately May to October. <br /> <br />. Task 5 - Traffic Impact Assessment <br /> <br />During our meeting, it was agreed that the most logical choice for the second access would be <br />farther north along Old Highway 8. It was agreed that the city would discuss this access <br />potential with Ramsey County as such access would pass through County owned property. <br />Assuming this access potential is acceptable, we would conduct an assessment of the traffic <br />impacts based upon volume re-assignment. If such access is unacceptable, a location south of <br />the existing access would be analyzed. <br /> <br />Task 6 - Preliminary Layout and Estimating <br /> <br />A preliminary layout and design of the proposed connection would be performed. A cost <br />estimate for use in the feasibility study would be prepared based on the preliminary layout. <br /> <br />Task 7 - Documentation <br /> <br />The results of the traffic assessment and municipal engineering investigations would be provided <br />in a feasibility report. This would include cost estimates and figures as appropriate. <br /> <br />Task 8 - Meetings <br /> <br />. <br /> <br />We are preparing our budget based upon one meeting at the end of the study. This meeting <br />could be with staff to discuss the study results or could be with the Planning Commission and lor <br />City Council. We would attend at your direction. Additional meetings could be attended at your <br />discretion and would be invoiced as an additional service. <br />
