<br />RESOLUTION NO. 2516 <br />PAGE TWO <br /> <br />.. <br /> <br />WHEREAS, the Mounds View Parks and Recreation <br />Commission on June 22, 1989 discussed and supported the <br />newly proposed $75,000 shelter and request for the City to <br />pay for the installation of utilities to the shelter at the <br />estimated cost of $32,173; and <br /> <br />WHEREAS, it is the desire of the City Council of the <br />City of Mounds View to support the construction of a picnic <br />shelter with utlities in Silver View Park as a part of the <br />development plan for the park if it is financially possible; <br />and <br /> <br />WHEREAS, the City Council has reviewed the request in <br />the context of a policy of a well-planned, balanced City <br />Budget and Long Term Financial Plan and within a known <br />amount of limited park development resources; and <br /> <br />WHEREAS, the $32,173 unanticipated request for <br />installation of utilities to the shelter in Silver View Park <br />was not a planned item in the 1989 City Budget and 1989 Long <br />Term Financial Plan; and <br /> <br />.-' <br /> <br />WHEREAS, the City Council has determined that with a <br />reduction of planned projects for the Park Development Fund <br />and a reprioritization of projects, it is possible to <br />provide $12,350 from the Fund towards the amount needed to <br />grant the request for the installation of utilities without <br />creating a tax burden on property taxes; and <br /> <br />WHEREAS, the $12,350 from the Park Development Fund <br />with the $4,000 Celebrate MN grant provides a total of <br />$16,350 in City commitment toward the unanticipated request <br />for the installation of utilities to the Lions Club proposed <br />$75,000 picnic shelter. <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the Mounds View <br />City Council commends the Mounds View Lions Club for their <br />civic commitment and generosity to the City and supports a <br />partnership with the Lions Club in the design and <br />construction of a picnic shelter located to the west of the <br />south end of the parking lot in Silver View Park; <br /> <br />BE IT FURTHER RESOLVED that the City Council will <br />contribute a total of $16,350 toward the installation of <br />utilities to the picnic shelter and that the money will come <br />from the Celebrate MN 1990 Grant award and $12,350 from the <br />Park Development Fund; <br /> <br />. <br /> <br />BE IT FURTHER RESOLVED that the City Council will <br />make an earnest effort to find additional money to meet the <br />unanticipated request for utilities to the shelter through <br />budget restructuring, renegotiations with the Lions or other <br />groups and look to future budgets; <br />
