<br />. <br /> <br />. <br /> <br />. <br /> <br />Resolution No. 5345 <br />September 13, 1999 <br />Page 3 <br /> <br />(3) The structure and site shall havc an appearance that will not have an adverse effect upon adjacent <br />residcntial properties. <br /> <br />The architectural renderings presented to the Planning Commission and public show a well <br />desiJ.,Tlled and aesthetically pleasing building. <br /> <br />(4) Thc usc, in the opinion of the City COlUlCil, is reasonably relatcd to the overall needs ofthc City and <br />to thc cxisting land usc. <br /> <br />The demand for assisted living facilities such as the one proposed is growing to <br />accommodate an aging population, <br /> <br />(5) The use is consistcnt with thc purposes of the Zoning Code and thc purposcs of the zoning district <br />in which the applicant intends to locatc thc proposed use. <br /> <br />The use would be consistent lvith the R-.:/ zoning district, which allows for assisted living <br />facilities with a conditional use permit. <br /> <br />(6) Thc usc is not in conflict with thc Comprehensivc Plan of the City. <br /> <br />The Comprehensive Plan designates this area of the City as Mixed Use Planned Unit <br />Development, which indicates WI anticipation for a variety of uses. An assisted living <br />facility would be consistent with this designation and would also address a goal to offer a <br />wide range of housing alternatives to a variety of population segments. <br /> <br />(7) The use \vill not cause traffic hazards or congestion. <br /> <br />It is not expected that this IIse would create or generate substantial levels of traffic. As sllch, <br />it would not be expected that this IIse .would cause traffic hazards or congestion. <br /> <br />(8) Adequate utilities, access roads, drainage and necessary facilities have been or will be <br />provided. <br /> <br />All of the il~rrastJ'llctllre serving this site are installed and provided--no additional <br />infi"astructure will he needed to accommodate thi.\' lIse. <br /> <br />NOW THEREFORE BE IT RESOLVED that the Mounds View City Council does <br />hereby approve a Conditional Use Permit for an assisted living senior residential facility at 2670 <br />County Road I as requested by MSP Real Estate, with the following stipulations: <br /> <br />1. <br /> <br />The applicant shall record the conditional use permit with Ramsey County within 60 <br />days of City Council approval and provide proof of such recordation to the City or <br />this permit shall become null and void. <br />
