<br />. <br /> <br />. <br /> <br />. <br /> <br />- <br /> <br />RESOLUTION NO. 2570 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION REGARDING ORGANIZED SOLID WASTE <br />COLLECTION IN THE CITY OF MOUNDS VIEW <br /> <br />WHEREAS, the Ramsey County Board in its Solid Waste Master <br />Plan and Recycling Implementation Strategy has adopted policies <br />requiring municipalities to explore organized collection as a <br />means to fund recycling and composting programs after 1990~and <br /> <br />WHEREAS, the City of Mounds View held a public hearing on <br />December 11, 1989, as required by Minnesota Statutes 115A.94, on <br />the issue of whether the City should consider implementation of <br />organized collection as the basis of an integrated solid waste <br />management system~ and <br /> <br />WHEREAS, organized collection, as defined in Minnesota <br />Statutes 1988, 115A.94, Subd. 1, means a system for collecting <br />solid waste in which a specified collector, or member of an <br />organization of collectors, is authorized to collect from a <br />defined geographic service area or areas some or all of the solid <br />waste that is released by generators for collection~ and <br /> <br />WHEREAS, the primary purposes of organized collection are <br />to (1) prevent overlap or duplication of collection service <br />areas, (2) facilitate solid waste management tools such as <br />mandatory refuse collection, volume-based pricing and the <br />impending yard waste disposal ban, (3) reduce the number of <br />trucks operating in a given street or alley to make the system <br />more efficient, (4) improve recycling convenience for the <br />homeowner, thereby increasing participation, and (5) reduce <br />litter and illegal dumping. <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the City Council <br />hereby intends to organize collection in accordance with <br />Minnesota Statutes, 115A.94, and intends to study the <br />implementation of an integrated solid waste management system <br />weighing benefits and detriments of all possible systems. Based <br />upon the findings that residents of the City will benefit from <br />such a system, the City will then implement an organized system. <br /> <br />BE IT FURTHER RESOLVED that for the purpose of carrying <br />out the above intent, the Department of Public Works is <br />authorized to implement the following sequence of events: <br /> <br />1.
