<br />RESOLUTION NO. 2570 <br />PAGE TWO <br /> <br />. <br /> <br />a. Maintaining the status quo: <br />b. Implement mandatory collection of mixed waste: <br />c. Modifications of the present open system: <br />d. Implement license requirements for volume-based <br />fees, separate yard waste pickup, and mandatory <br />recycling: <br />e. Zoning system for same day collection: <br />f. Organized collection by consortium: <br />g. Bid contract by one hauler: <br />h. Bid contract by district: and <br />i. Municipal collection. <br /> <br />2. Establishment of standards and criteria of service for <br />an integrated solid waste management system, in a <br />manner consistent with Minnesota Statutes, Chapter <br />l15A, and the Solid Waste Master Plan and Recycling <br />Implementation Strategy adopted by Ramsey County. <br /> <br />. <br /> <br />3. Solicit plans or proposals from refuse haulers and <br />other interested parties concerning refuse collection <br />system configuration, and invite the .assistance of <br />interested persons, including persons operating solid <br />waste collection systems, in the development of plans <br />or proposals for the organized collection system, <br />including the establishment of any such system. <br /> <br />4. Conduct any public meetings necessary to discuss <br />options, standards, criteria, and proposals with <br />interested citizens and encourage their response and <br />comments, and to invite refuse haulers or their <br />representatives to such meetings if deemed <br />appropriate. <br /> <br />5. Evaluate all proposals taking into account all public <br />comment and response, and submit to the Council for <br />its consideration any recommendations for an organized <br />solid waste management system. <br /> <br />BE IT FURTHER RESOLVED that upon the completion of the <br />above process and receipt of the recommendations, the Council <br />will consider the adoption of the necessary ordinances or <br />resolutions to implement the establishment of the organized solid <br />waste collection system. <br /> <br />Adopted this 11th day of December, 1989. <br /> <br />. <br /> <br />(SEAL) <br /> <br /> <br />ATTEST: <br />
