<br />. <br /> <br />. <br /> <br />. <br /> <br />RESOLUTION NO. 3024 <br /> <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION APPROVING NEW HIGHWAY 10/610 AND <br />REALIGNING COUNTY ROAD J <br /> <br />WHEREAS, the Minnesota Department of Transportation <br />(MnDOT) has proposed the completion of the New Highway 10/610 <br />project, State Project Number S. P. 0214-06(T.H. 10), and the <br />realignment of County Road J on the north end of the City of <br />Mounds View; and . <br /> <br />WHEREAS, the City of Mounds View has been aware of and <br />addressed the matter on several occasions since the mid- <br />1970's, but at no time has any previous City Council taken <br />formal action to approve or disapprove specific design plans; <br />and <br /> <br />WHEREAS, on January 8, 1990 the CitY of Mounds View <br />hosted an informational meeting at the request of MnDOT, which <br />MnDOT publicized, for the purpose of informing residents of <br />the MnDOT plans; and <br /> <br />WHEREAS, as a result of the informational meeting <br />residents in the area affected by the proposed project urged <br />the City Council to become involved and sponsor meetings to <br />allow for community-wide discussion and input; and <br /> <br />WHEREAS, the City Council held a Town Meeting on <br />March 8, 1990 to review the proposed project and alternative <br />designs which had been developed at a previous public meeting <br />and to develop a consensus of the over 200 residents in <br />attendance for one of the alternatives; and <br /> <br />WHEREAS, the Town Meeting did show that the residents <br />in attendance did support access to the north; and <br /> <br />WHEREAS, since no clear consensus resulted from the <br />Town Meeting, the City Council held further discussions with <br />representatives of the streets in the area to attempt to reach <br />a consensus on the most desireable design alternative; and <br /> <br />WHEREAS, these discussions resulted in the development <br />~f the following goals, <br /> <br />Insure health, safety and welfare of residents. <br />
