controls expenditures within budgetary limitations. <br /> • Complies and submits regular reports to the City Council and makes personal <br /> presentations at meetings to provide an accurate picture of law-enforcement and <br /> public service activities being provided by the department. <br /> • Maintains an on-going contract with other police departments in surrounding <br /> jurisdictions as well as metropolitan professional police organizations to keep <br /> abreast of new training procedures which will have application in Mounds View. <br /> • Keeps up to date with current developments in the field of police administration <br /> through a program of reading, attending seminars and other activities as <br /> appropriate. <br /> • Recognizes and accepts opportunities to address various civic groups on <br /> important aspects of police in order to broaden understanding and cooperation <br /> throughout the community. <br /> PERIPHERAL DUTIES <br /> • Assumes other responsibilities as apparent or as delegated. <br /> • Ensures established programs for law enforcement and public service are <br /> achieved and implemented. <br /> • Opportunities are taken to promote a favorable image of the department and <br /> create good public relations through civic groups and other presentations in the <br /> community. <br /> • Ensures provided services consistently command the confidence and respect of <br /> the community. <br /> MINIMUM QUALIFICATIONS <br /> (A) B.A. in police science, law enforcement, criminal justice, public administration or <br /> a related field <br /> (B)Ten years experience in law enforcement, five of which must be in a senior <br /> management position <br /> (C)Completion of basic law enforcement training <br /> (D)An equivalent combination of education and experience. <br /> (E) POST certification <br /> DESIRED QUALIFICATIONS <br /> Education and Experience <br /> (A)Graduation from a college or university with a master's degree in police science, <br /> law enforcement, criminal justice, public administration or a closely related field, <br /> and <br /> NECESSARY KNOWLEDGE, SKILLS AND ABILITIES <br /> (A)Strong leadership skills and the ability to make tough decisions <br /> (B)Thorough knowledge of modern law enforcement principles, procedures, <br /> techniques, and equipment; considerable knowledge of applicable laws, <br /> ordinances, and department rules and regulations; <br /> (C)Broad experience in all areas of law enforcement including patrol work and <br /> investigative practices and techniques. <br /> (D)Experience working with elected officials <br /> Page 2 <br />
