POSITION DESCRIPTION <br /> Position Title: Police Chief <br /> Department: Police Department <br /> Accountable to: City Administrator <br /> Status: Exempt <br /> PRIMARY OBJECTIVE OF POSITION <br /> To provide effective leadership in the planning, development, implementation and <br /> evaluation of a comprehensive, fair and impartial law-enforcement program which will <br /> continually demand the respect and confidence of Mounds View citizens. <br /> SUPERVISION RECEIVED <br /> Works under the general guidance and supervision of the City Administrator. The <br /> Police Chief is subject to the authority of the Police Civil Service Commission and the <br /> City Council. <br /> SUPERVISION EXERCISED <br /> Exercises supervision over all Police Department Staff. <br /> ESSENTIAL DUTIES AND RESPONSIBILITIES <br /> • Implements a program of law enforcement and public service which will <br /> engender the respect and confidence of citizens, preserve law and order and <br /> protect life and property. <br /> • Clearly defines and interprets department rules, regulations and operating <br /> policies for all assigned personnel to ensure consistent understanding and <br /> compliance with such policies throughout the department. <br /> • Maintains open and on-going communication with the City Administrator <br /> • Delegates responsibility and commensurate authority to department officers in a <br /> manner which will remove uncertainty about their assigned responsibilities and <br /> the level of performance expected. <br /> • Conducts routine tours and inspections of police beat to keep abreast of <br /> developments in the City and evaluate the performance of assigned officers. <br /> • Plans and directs an in-service training program designed to maintain officers' <br /> awareness of changes in laws and individual rights in order to ensure fairness <br /> and impartiality in carrying out law enforcement activities. <br /> • Personally performs police work activities on a regular basis and provides direct <br /> assistance in special investigations or when circumstances dictate. <br /> • Develops and implements various crime-prevention programs in a manner which <br /> will build community support and understanding of the needs for such activities - <br /> Continually analyzes crime patterns throughout the City as the basis for planning <br /> a prevention program with good chance for implementation and success. <br /> • Promote positive partnerships and outreach efforts between the Mounds View <br /> Police Department and the community it serves. <br /> • Prepares and submits a sound and documented budget for the department and <br /> Page 1 <br />
